Learn About Our Masters’ Degrees In Government Procurement Law

On March 15, 2022, the GW Law Government Procurement Law Program hosted a program so that prospective students could learn about our LLM and MSL Government Procurement degree programs. The session provided attendees with the opportunity to learn more about our curriculum and the admissions process, and hear from alumni who shared their experiences at GW Law and the impact their government procurement degrees have had on their careers

SPEAKERS

Thomas Hendrix, Founding Partner of Decisive Point

Thomas leads venture strategy, business operations, and finance for Decisive Point. Previously, he has held roles in venture capital and at early-stage startups. Thomas began his career in the private sector at Blackstone after serving in the U.S. Army for nearly 10 years as an Infantry and Special Forces Officer. Thomas earned an MBA from Columbia Business School, an MSL in Government Procurement Law from George Washington University Law School, and a BS in American Legal Systems from the United States Military at West Point

Elizabeth Sullivan, President of Madison Services Group

Elizabeth Sullivan is the President of Madison Services Group, a woman-owned company that provides government relations and federal business development services. She focuses on federal procurement, small business and education policy. She has a Masters of Studies in Law in Government Procurement and Cybersecurity from the George Washington University School of Law. 

She currently leads the policy teams for the California Association for Micro Enterprise Opportunity (CAMEO), the leading voice for small and midsize federal contractors – the Montgomery County Chamber of Commerce, the HUBZone Contractors National Council, and a group of small and midsize IT value-added resellers,  GovEvolve. Elizabeth recently led the formation of the Secure Supply Chain Consortium, a group of small and midsize federal contractors that seek to provide constructive input to decision-makers who are tackling difficult supply chain security problems, such as the implementation of Section 889 and the Department of Defense’s Cybersecurity Maturity Model Certification (CMMC).  

Her expertise in government contracting includes shaping federal acquisition policy on Capitol Hill and analyzing federal procurement data to position companies to win federal contracts. Notably, she was featured on a panel at the Women Leaders in Defense and Aerospace Law & Compliance conference to give the small business contractor perspective on changing federal cybersecurity requirements.

Elizabeth is a graduate of James Madison University and holds a master’s degree in Early Childhood Education. Prior to Joining Madison Services Group, Elizabeth was a Teach for America corps member in Chicago, IL. She currently serves as a member of the DC Teach for America Alumni Board. 

Maria Swaby, GSA Procurement & Task & Delivery Order Ombudsman & Industry Liaison

Maria C. Swaby, assumed the positions of General Services Administration’s (GSA)
Procurement & Task & Delivery Order Ombudsman and GSA Industry Liaison effective October 1, 2019. As such, she leads the charge of fostering healthy and productive relationships with industry by executing multiple industry focused initiatives that enhance communication with GSA’s industry partners and improve acquisition outcomes. She also reviews and resolves complaints from contractors concerning all task and delivery order actions made by GSA and serves as the Industry Liaison in furtherance of the Office of Federal Procurement Policy’s
initiatives.

Maria most recently served as GSA’s Suspension and Debarment Official (SDO) and Agency Protest Official (APO).  Before joining the Federal Government, Maria started up and ran the Government Business Sector the world’s largest elevator company. In that role, Maria was responsible for getting that company on the GSA Multiple Awards Schedule. Prior to working at the elevator company, Maria practiced labor and employment litigation in a large law firm in Connecticut.

Holding both a J.D. from the University of Connecticut School of Law and an LL.M degree (Government Procurement Law concentration) from The George Washington Law School, Maria is a former co-chair of the ABA Suspension & Debarment subcommittee and speaks regularly to the academic, legal, government, contractor, and international public procurement communities on various procurement related subjects.

Jessica Tillipman, Assistant Dean for Government Procurement Law (GW Law)

Jessica Tillipman is the Assistant Dean for Government Procurement Law Studies and Government Contracts Advisory Council Professorial Lecturer in Government Contracts Law, Practice & Policy. She also teaches Anti-Corruption & Compliance, a course that focuses on anti-corruption, ethics, and compliance issues in government procurement.

Prior to joining GW Law, Dean Tillipman served as a law clerk to the Honorable Lawrence S. Margolis of the U.S. Court of Federal Claims and was an associate at Jenner & Block, where she specialized in Government Contracts and White Collar Criminal Defense.

Dean Tillipman is a Senior Editor of the “The FCPA Blog”—a leading Foreign Corrupt Practices Act resource on the internet. She has also published numerous articles that address legal and policy issues involving anti-corruption, government procurement, white-collar crime, and government ethics law.

Dean Tillipman is also a co-chair of the American Bar Association, International Anti-Corruption Committee, a Faculty Advisor to the Public Contract Law Journal, and an Advisory Board member of The Government Contractor. She frequently organizes and presents at domestic and international government procurement and anti-corruption conferences and colloquia, and her legal commentary has been featured in numerous domestic and international media outlets.

Dean Tillipman is a member of the bars of the United States Court of Federal Claims, the state of Virginia, and the District of Columbia. She graduated cum laude from Miami University (Oxford, OH) in 2000 and obtained her JD, with honors, from the George Washington University Law School in 2003.
