AY23-24 Scholarship Awardees

Roger N. Boyd Scholarship

As the current Editor-in-Chief of the Public Contract Law Journal, 3L Victoria Combs is this year’s Boyd Scholar and winner of the 2023 Arnold & Porter Government Contracts Moot Court Competition. She spent last summer at NASA’s Office of the General Counsel’s Contract and Acquisition Integrity Practice Group, and after graduation, Victoria will join the public contract division of the IRS.

Ruth Burg Government Procurement Law Scholarship

3L Bailey McHale is this year’s Burg Scholar. Bailey is a Senior Articles Editor on the PCLJ, has interned at the United States Court of Federal Claims, and will be joining Holland & Knight as an associate after graduation.

Coalition for Government Procurement Scholarship

MSL student Kristin Wolford is this year’s CGP Scholar. Kristin is pursuing a masters degree in Government Procurement and Cybersecurity Law. She is a Lieutenant Junior Grade for the Office of the Chief of Naval Operations and has received a Joint Commendation Medal for meritorious service in Afghanistan, as well as a Navy Commendation Medal for meritorious service in response to the war in Ukraine.

Philip and Sara Davis Endowed Scholarship in Government Procurement

3L Isabella Capanna is this year’s Davis Scholar. Isabella will graduate with a JD Concentration in Government Procurement Law. She is also an Articles Editor for the Federal Circuit Bar Journal and a member of the Government Contracts Student Association. Isabella spent last summer in-house at Amentum Services, Inc., where she will return after graduation.

Larry D. Harris Memorial Law Scholarship

3L Marcus Burden is this year’s Harris Scholar. He is a 2022 LCLD Scholar and Law Clerk at Pillsbury Winthrop Shaw Pittman and is the Director of Events for the Government Contracts Student Association. Marcus will return to Pillsbury as an associate after graduation.

Fred Lees Memorial Scholarship

3L Krissy Cralle is this year’s Lees scholarship recipient. Krissy is the Projects and Symposium Editor for the PCLJ and a member of the Government Contracts Student Association. After graduation, she will join PilieroMazza as an associate.

Murray J. Schooner Scholarship for Government Procurement

3L Ethan Syster is one of this year’s Schooner Scholars. Ethan is the President of the Government Contracts Student Association and winner of the 2023 Arnold & Porter Government Contracts Moot Court Competition. He will join Covington & Burling after graduation.

Murray J. Schooner Scholarship for Government Procurement

Evan Matsuda, 4L and M.A. candidate at the Elliott School of International Affairs, is one of this year’s Schooner Scholars. Evan is the Managing Editor of The George Washington Law Review and earned Best Oralist, World Finalist, and North American Champion at the Manfred Lachs Space Law Moot Court Competition. Evan spent last summer at Covington & Burling where he will return after graduation.
