During the Spring of 1996, Tatyana Medvedeva was a visiting research professor at The George Washington University, affiliated with the Research Program in Social and Organizational Learning. Her stay in the USA was supported by the Research Fellowships in Contemporary Issues which is funded by the U.S. Department of State’s Bureau of Educational and Cultural Affairs. Her mentor at GW was Professor Stuart Umpleby.She received a diploma in economic cybernetics from Novosibirsk State Univeristy in 1987 and a Kandidatskaya degree in labor economics from Moscow State University in 1999.
Mrs. Medvedeva is an associate professor of economics and teaches courses in microeconomics, macroeconomics, and the history of economic theories at the Siberian State University of Transport. In the summer of 1998 she attended the Central European University in Hungary and received a Certificate in the Ethics of Capitalism. In the summer of 1997 she attended the International Summer School in Political Science and International Relations in Poland and received a Certificate in International Political Economy and a Certificate in Liberal Democratic Theory. In the summer of 1996 she attended the International Summer School in Political Science and International Relations in Poland and received a Certificate in Public Choice and a Certificate in Political Institutions of Democracy. In the summer of 1994 she attended the Summer School in Economics in Poland and received a Certificate in Micro- and Macroeconomics.
Here is what Ms. Medvedeva has to say about her experiences in Russia, after her participation in the program. Since September 2003 I have been serving as the director of the Center for Human Resource Development for the West Siberian Railroad. This Center is a part of the Siberian State University of Transport. The main task of the Center is to provide training for railroad managers so they can increase the efficiency of the railroad in the new conditions of a market economy. Previously the railroad was a state-owned monopoly. Since October 2003 it is a shareholder-owned company. As the director I have being creating the programs for training West-Siberian Rail Road managers. I have had the opportunity to introduce some Western knowledge into these programs. I have also learned how Western management methods are received by Russian managers who were raised in a different business culture, who have been used to managing in Because these courses were very well-received and I have heard many words of thanks from the participants, I have learned that my programs influence not only the professional development of the people who go through our Center but also their personal lives and social positions as well. Originally I thought that I would hear that these methods can not be used in RR management, and even now I am not sure that they can be. But I have had many conversations with senior RR I have also introduced ToP facilitation methods to managers of autoroads. The result was impressive. They received everything very well. They were active during the seminar. They said that they like these methods. But … they cannot imagine that the methods can be used in management in Russia. So, I have mixed feelings, but I would like to continue my experiments, because, in my view, these methods give people a kind of freedom. The methods inspire people to think. This is very important for Russia now.
