When the recent Diplopundit post and related news items came out about State Department revising its external communication clearance rules, a lot of people reacted with concern that State was either deliberately or merely blind-bureaucratically limiting its ability to communicate by imposing a new delay on digital communication, even on tweets.   Colleagues here at GWU quizzed me with “State Department rules might impose a 48-hour review period on employees tweets.  Because that’s the best way to communicate in the era of instant communication?”

But my experience with the State Department tells me this is not what the new draft clearance rules are about — and here is why:

Right now, if you are an Ambassador or PAO (public affairs officer) overseas you are cleared to tweet or post to social media (as well as talk to local journalists, do interviews with local media, etc.) as you see fit — and it doesn’t look like these new rules would change that.  And if you are in Washington in an office that needs to communicate publicly about something, you can work with the PA staff in your own bureau to get near-instant clearance.

(Plus, employees can always use language that’s already been cleared, e.g. text from previous official speeches and statements — and frankly, a lot of language gets recycled this way because it’s efficient and ensures consistency, which is necessarily valued in this business).

So I don’t see the new rules having any restrictive effect on on-the-job communication via digital media, either overseas or at reasonably senior levels in Washington.

To me (and again, this is just from looking at Diplopundit and the spinoff media articles from it), the new draft rules appear to do two things:

  • Actually shorten the maximum time State PA is allowed to take to clear independent thoughts on foreign affairs which State employees might want to express in a non-official or quasi-official role.  In other words, in situations where the reason people might read your blog article or listen to your speech is that you work for State, but you want to use your own words and speak your own thoughts.  And of course there’s a broad spectrum of such situations, ranging from invitational speaking that all State officers ought to do as part of their work (on one end) to whistle-blowing (at the other); and,
  • Close a loophole that indicated if State PA doesn’t respond to a request for clearance within a certain deadline, one is free to publish.

Up until now, there’s been a blanket maximum time of 30 days for clearance of such quasi-official communication, via any media. But according to the new draft rules, the very small subset of employees’ social media content that might be subject to review through this formal Department process would be guaranteed a much shorter maximum (not target) deadline for clearance.

But it’s good that journalists and the general public are interested in this. (Government always works better when the citizens are paying attention and can give sensible advice if insider-thinking shows signs of going off the rails!)

Expert Views on Public Diplomacy: The Next Four Years

On November 13,  IPDGC had the privilege of sponsoring Public Diplomacy: the Next Four Years, a terrific “insiders” discussion featuring two former Under Secretaries of State for Public Diplomacy (James Glassman and Judith McHale), a key Senate senior committee staffer (Paul Foldi), and a former State Department Assistant Secretary / spokesperson (Philip “PJ” Crowley).   These are all people who not only have a vision of what America’s public diplomacy can and should do, they also know a lot about what it actually does.

Panel members enthusiastically debated the role and strengths of contemporary U.S. public diplomacy.  One area of complete agreement:  two-way engagement is a big priority over one-way messaging.  Another consensus: information technology is a game-changer in diplomacy and foreign affairs.

Key Takeaway:  Signficant discussion revolved around how diplomacy itself – not just public diplomacy – is changing.   The implication was clear that  diplomacy must change even more in this modern world of globally shared challenges and exponentially more information networks.

Here is one blogger’s observations on key points and highlights from this IPDGC-sponsored panel:

1) Consensus:  Engagement and relationships trump one-way messaging:  

McHale:  The world has changed [and] we will not be able to move our foreign policy goals and objectives forward without having a better relationship, better understanding and engagement with people all over the world.  We simply can’t do it.

Crowley:  [re: tweeting with Venezuelan president Hugo Chavez] By doing that, the folks in [the Western Hemisphere Affairs Bureau] will go, why are you doing that? I’d say, it is generating a debate within Venezuela.  And one of my colleagues said, when you wrestle with a pig you get dirty.  I go yes, but this is a debate that we will ultimately win.  [We] have to be willing to let our diplomats engage in this debate and quite honestly that’s a phenomenon that will happen.

Foldi:  Sometimes I think the department falls into this trap of, “well we put all things out on a web and then we let people comment on them.” Well that’s not what they really want, they want to engage in a conversation

Glassman:  You look for those avenues where you can pursue those conversations, where you can build relationships even in very difficult and challenging parts of the world for us.

But at least one voice made the case for “messaging” — when it is done in new, relational contexts:

Glassman: I realized that simply standing up and preaching at people… is not a very effective way to communicate. [Foreign audiences] don’t want to listen to you, to Americans preaching at them. But rather a better way to communicate is to use American authority, such as it is, to convene a large, broad and deep conversation in which American messages are … injected [or] distributed among other messages

So the emphasis is on relationships and engagement.  And whether focused on advancing foreign policy goals or debating policies and ideologies at the head of state level, the panelists are not just talking about public diplomacy, they’re talking about all of diplomacy.

2)  Another area of agreement:  Information technology as a game-changer: 

McHale: The world has changed so dramatically and so fundamentally with … technology and with information and power now being widely dispersed.  We have got to find better ways of influencing foreign populations or we simply can’t go forward.  [For example], right now in this room there is nobody here who can raise their hand and say ‘I can identify who was the leader of the Egyptian revolution.’ Because there wasn’t one; it was coalitions, ever changing coalitions of interests.

Glassman: And second, it’s just amazing, we … have lucked into this world — and we haven’t “lucked” into it, but the tools are there, tools that did not exist ten years ago. The tools for communicating in a public diplomacy 2.0 way.

3)  Defining the core goal of public diplomacy: is it “Benefit of the Doubt?” 

Paul Foldi and PJ Crowley both focus on the perceived gap between words and deeds as a major challenge for public diplomacy.  Foldi describes how a country that builds up its soft power can get over specific policy hurdles:

Foldi:  It can take years to get what I call ‘benefit of the doubt,’ which I believe is the goal of public diplomacy. So that when your country does something or has a policy that seems counterintuitive to the rest of the world, they’ll go “oh, but they are the United States — so maybe they’re doing this [thing we don’t like], but for the most part we agree with them.” And to me … it’s a question of can we get back into the ‘benefit of the doubt’ category for many of these countries?

(Note: Foldi’s view – creating the benefit of the doubt – strikes me as something a lot of public diplomacy practitioners would agree with.   I think many of us would see this is as an achievable goal in many overseas contexts, and we would consider the public diplomacy ‘toolkit’ useful in pursuing this goal.)

By contrast, PJ Crowley focuses not on helping contextualize policies that are unappreciated abroad as being inconsistent with shared values, but rather on trying to eliminate them:

Crowley: Ultimately the best public diplomacy is … policies that reflect your interests and your values and [when] the gap between what we say and what we do is as narrow as it can be. … [One] of the great challenges for public diplomacy is to bridge the gap between words and deeds, to narrow that to the extent possible.  … [Polling trends] should inform what our short term and mid term actions are.

Meanwhile, Glassman and McHale reject a polling-driven “popularity contest” approach, maintaining that targeted PD efforts can and should be used to further specific U.S. foreign policy goals.

Glassman:  I don’t think that favorability ratings in the Pew survey are evidence of whether we are doing something wrong or right.  [I tried] to disabuse people of that notion and rather to focus attention on what public diplomacy can do to achieve specific ends that are part of [our] goals in foreign policy and national security policy; that’s what public diplomacy is supposed to do.

McHale: I’m certainly in agreement with Jim on this issue, it’s not a popularity contest … that is absolutely the wrong focus.

As the panelists fleshed out their ideas, however, I heard each one suggest support for Foldi’s “benefit of the doubt” role for public diplomacy:

Crowley: we will always be challenged …for example Indians have expectations in terms of the US policy towards Pakistan or Pakistan has expectations towards the US policy towards India, and those two… do not easily coexist. And when… you sit in between those two long time antagonists, you are going to end up disappointing both of them to some degree or another.

McHale: There were many areas where … we do find areas of common interest, science, technology, education, all of those areas. … [N]aturally you are going to encounter a lot of resistance and what have you but that’s no reason to give up. And you look for those avenues where you can pursue those conversations, where you can build relationships even in very difficult and challenging parts of the world for us.

Glassman: [A]s Senator Fulbright said, the Fulbright programs teach empathy, standing in somebody else’s shoes. I’m a huge believer in that and I think that is valuable.  (But should two thirds of the money be spent on that?)

Glassman (again): [A]s president Obama said right in the beginning … we need to focus on mutual interest and mutual respect and there are many things that we can get done in that fashion.

All of these comments reflect the idea that some U.S. policies will inevitably be viewed by some other countries as inimical, unfair, and/or a betrayal of U.S. stated values — so concentrating on other interests and values that we do share, as well as working to promote mutual empathy and understanding, is essential.

4) This is really about “all of diplomacy”:

It is worth repeating Judith McHale’s observation about the Egyptian revolution: “right now in this room there is nobody here who can raise their hand and say ‘I can identify who was the leader of the Egyptian revolution.’ Because there wasn’t one, it was coalitions, ever changing collations of interests.”

Pair this with Crowley’s discussion of high-level public communications, for example those tweets with Hugo Chavez.   He makes clear that informal and globally available public communication by heads of state and top diplomats (not to mention powerful business leaders and highly influential NGO advocates) is here to stay.

These panelists emphasized, in other words, that understanding and responding to events such as the Egyptian revolution or debating Hugo Chavez in his domestic political arena is not only the work of public diplomacy, it’s at the center of diplomacy and foreign policy.   And engaging in this public sphere has to be a focus of the whole State Department, not just its public diplomacy bureaus.

Glassman makes the case that, in this new environment, using the tools of public diplomacy is a notably low cost / high impact strategy and should be expanded:  “There are ways to move money within the State Department budget that would make the Department as a whole more effective by putting more emphasis on public diplomacy. … One of the reasons that I strongly believe that we need more public diplomacy … is because at a time of tight budgets, it’s the most cost effective way to achieve those national interest goals that I talked about.”

He takes that idea further to suggest that Embassies themselves may be obsolete.

Glassman: And the other thing that I would just throw out to you is whether in an era of social media and very, very fast communications, whether we should be spending as much money as we are in general at the State Department on things called embassies. Okay it made a lot of sense 100 years ago, but does it make sense today to have this edifice and this very complicated kind of arrangement where people go for a few years and live there, as though they couldn’t possibly influence people in those countries if they didn’t live there?

No doubt many would find controversial the idea that one can influence people whom one has never met face to face, much less grown to know better over time.   But on closer examination, is Glassman really saying that diplomats don’t need to go abroad and meet people?  Is it possible to envision an engaged diplomacy involving both face to face and online interactions that does not involve the traditional Embassy model?

I’m not sure.  (What do TakeFive blog readers think?)

Advocates of ‘new approaches to public diplomacy’ often end up by proposing new approaches to diplomacy itself.   As these excerpts from last week’s expert panel discussion show, our panelists at the IPDGC event were no exception.  (And there was much more rich discussion that can be found on the event video or in the transcript.)

Yes, they were unanimous on the importance of existing public diplomacy efforts, and there was little disagreement on the impact of valued public diplomacy tools (exchanges, social media).

At the same time, these experienced public diplomacy experts expressed a range of ideas – some quite provocative – about how approaches rooted in public diplomacy are particularly appropriate for the 21st century challenges of U.S. diplomacy overall.

It will be great for IPDGC and other groups interested in the theory and practice of public diplomacy to get more such debates launched in the wider arena of foreign affairs / diplomacy.  

Social Media, Diplomacy, and the Responsibility to Protect

Earlier this week, Jackson Diehl’s column in the Washington Post argued that the Obama Administration’s early diplomatic approach to Syria, coupled with its failure to intervene militarily during the ongoing civil war, represented a “catastrophic mishandling” of the crisis. Diehl, like others who have blamed the Administration for not intervening, lay the blood of the more than 30,000 civilians killed in the conflict on the hands of Obama and Secretary of State Hillary Clinton.

Leaving aside the merits of the arguments for intervention (which, like Diehl’s, seem to take the ahistorical view that the U.S. can simply break up fights like Mike Tyson at a kindergarten recess), they point to the complexities of understanding the intersection of social media, diplomacy, and militarism in an era of Responsibility to Protect (R2P).

Ever since social media became a major part of the story of the Green Movement protests in Iran in 2009, many have argued that new media technologies not only have the power to help bring down dictators, as in Egypt last year, but also to pressure the international community to intervene and stop a regime’s violent oppression of its people. The dissemination of online videos depicting these abuses, spread via Twitter, Facebook, and other platforms, are supposed to not only rally citizens in those countries, but make it impossible for major powers in the West, especially, to turn a blind eye to the slaughter of thousands of innocent civilians.

As former British Prime Minister Gordon Brown said during those 2009 Iranian protests, “You cannot have Rwanda again because information would come out far more quickly about what is actually going on and the public opinion would grow to the point where action would need to be taken.”

Brown was widely ridiculed for his hyperbole. The Register’s Chris Williams wrote, “We’d like to see him try Twittering that to people in Sudan, or Northern Sri Lanka, or Somalia.” Today, one could add Bahrain and Syria to the list.

Yet Brown’s Rwanda allusion raises the issue of R2P and its relationship to social media-driven protests. At the 2005 United Nations World Summit, world leaders agreed in principle that the international community needs to be prepared to take military action to prevent a State from committing genocide or other crimes against humanity perpetrated against its people.

The Rwandan genocide weighed heavily on the Summit’s adoption of R2P as a guiding principle of international statecraft. The 1994 bloodletting, as well as the similar dawdling during the Balkan wars of the same decade, were seen as examples of diplomatic and military failures that led to the deaths of more than a million innocent people.

One of the reasons those genocides were allowed to happen, some felt, was because of the difficulty of documenting the atrocities in real time. There were, for example, very few journalists in Rwanda during the massacres, and according to former reporter and current scholar Allan Thompson, only one clandestine video of anyone actually being hacked to death was ever recorded. This is why Rwanda has been called a “Genocide without witnesses.” The assumption since then has been that had people seen the brutality in real time, world leaders in Paris, Washington, and elsewhere would have been pressured to intervene. As PM Brown’s comments 15 years later indicated, social media would provide those witnesses.

If this were true, it would dramatically reshape diplomacy. Some saw evidence of this in Egypt last year, when the Obama Administration initially responded to the protests in Tahrir Square tepidly – some said, too diplomatically – because Mubarak had been such a strong ally of the U.S. over the years. But those diplomatic ties snapped under pressure from Twitter and Facebook, according to this telling of events.

Shortly thereafter, the Administration invoked the spirit of R2P to join an international coalition to prevent Muammar Gaddafi from carrying through with his promise to massacre the residents of Benghazi through the implementation of a no-fly zone and other military actions.

In an era of social media, the story went, we would never again have a genocide without witnesses. Foreign governments in the West and elsewhere would not be able to withstand the public outcry that would come from seeing and reading first hand accounts of regime brutality. Diplomacy would be forever altered.

And yet… not so much.

Widespread documentation of violence has not prompted U.S. intervention in Bahrain or Syria.

Just taking the United States as an example (though we could easily choose others),  well-documented and horrific regime violence has not prompted the Obama Administration to intervene in Bahrain or Syria, to name two examples.

Diehl and others see this as a “catastrophic” failure. Yet the reality is far more complicated, on many levels

Start with the fact that social media’s role in shaping international policy responses to Egypt and Libya are still poorly understood. My colleagues Henry Farrell, Deen Freelon, Marc Lynch and I recently released a report funded by the U.S. Institute of Peace that found social media’s role in the Arab Spring protests of 2011 were probably greatly exaggerated. At least when it came to Twitter and other mechanisms for sharing links to reports of violence and protests, social media didn’t appear to have as much of an impact within those countries or in the region as some expected. They did, however, generate a lot of discussion around the world. Hence, we argued, these social media appeared to behave as less of a rallying cry than a megaphone.

This raises the possibility, however, that all of that retweeting of horrific videos of regime violence could lead to pressure on governments to intervene. Deen, Marc, and I are currently investigating whether that has been the case in Syria. Our interviews with policymakers and others will hopefully shed light on how much impact new media played in shaping diplomatic and military responses to those earlier Arab Spring crises, as well.

But there are reasons to be skeptical that social media can lead governments to intervene when they wouldn’t have in the absence of these technologies. To begin with, there is the simple fact that the U.S. hasn’t intervened in Syria militarily, much to the dismay of Diehl and others. Coupled with its relative silence during the Bahrain protests, this suggests an explanation familiar to international relations scholars and observers: States make foreign policy decisions based on their perceived interests, and these are much less susceptible to public pressure than domestic policy decisions. In the U.S. this is especially the case, in part because Americans don’t know (or care) much about foreign affairs, and press coverage of the topic is correspondingly, and vanishingly, scant, superficial, and episodic. (In general; clearly there are great foreign correspondents doing work that deserves greater exposure than their parent organizations will provide them.)

Ideally, States also make decisions based not on mismatched historical analogies (“Look! Hitler!” or “It’s just like Libya! Intervene!” or “No, wait, it’s just like Iraq! Run for your life!”), but rather based on the specifics of the case at hand. (In fact, however, research shows that policymakers frequently employ convenient historical examples to justify policy decisions they’ve already come to.) One question to ask would be, will intervention actually accomplish the goal at hand? Another might be, at what cost? And a third would be, how do we do know?

So where does that leave us in terms of understanding the intersection of social media, diplomacy, and intervention?

First, social media can create global witnesses to regime violence and genocide. If world leaders are going to take R2P seriously, then this could be an important tool in making that doctrine more than empty words. If nothing else, this witnessing can be crucial to accountability and justice in, say, war crimes trials, but also in not letting leaders off the hook for craven failures to act.

Second, diplomacy and policymaking can be greatly enhanced by social media. For instance, the growing sophistication of crowdsourcing verification of online videos and other means of what Patrick Meier calls “information forensics” can help separate truth from propaganda. It can also be used as a tool for diplomats to pressure regimes, by brandishing documentary evidence of their abuses, or to pressure others in the international community to join coalitions to stop those abuses.

At IPDGC’s “The Last Three Feet,” Rachel Graaf Leslie, recently a Public Affairs Officer in Bahrain, spoke on the U.S. Embassy’s experience interacting with Bahrainis on Facebook. 

Third, social media can aid diplomats in their effort to connect with citizens in other countries. We saw this in the creative and aggressive way that Amb. Robert Ford and the U.S. Embassy staff in Syria used social media to document abuses by the Assad regime before Ford was forced to leave the country. We also saw it in the way that the U.S. Embassy in Bahrain used their Facebook wall to host and engage in spirited conversations with people from different sides of that conflict. This is an important way in which social media are helping to more fully integrate public diplomacy into traditional diplomacy.

Finally, however, we are left with the limits of social media’s impact on diplomacy and policymaking. In the Syrian crisis, for instance, we still have problems with verification and propaganda in the online public sphere. And traditional questions about national interests and, especially, feasibility undercut interventionist sloganeering.

What that means is that social media have probably not fundamentally altered the foreign policy decision making process of world leaders to force intervention, but rather merely contributed to the range of data diplomats have at their disposal. This, however, is not always a bad thing, since intervention is one of those things that’s easier said than done. In fact, it could simply mean that effective diplomacy is all the more important.

New Media, Syria, and the Feedback Loop

On Tuesday October 2nd, I had the chance to attend an event called “Groundtruth: New Media, Technology, and the Syria Crisis” at the United States Institute of Peace (USIP) which consisted of three panels speaking about the presence and usefulness of social media in Syria (see more about the event here). This event was based on a report of the same title which you can read here. The first panel, Activists and the Regime, demonstrated that social media is being used in five major ways: as a fundraising tool, a method of negotiation, a way of accepting opinions, organizing and maturing civil society, and as a forum for encouraging thought and debate.

It is this last point that I found most fascinating.  Rafif Jouejati (@RafifJ) from the Free Syria Foundation noted that Facebook comments were the most likely place to find debate among Syrians and that this tool was teaching the Syrian people how to debate and have respect for others’ ideas while maintaining their own opinions.  Looking at the effects of social media in other countries that are part of the Arab Spring, I had never come across the point of social media being used as a tool to teach debate.  Sure, there was preference revelation and the building of civil society, but the point about teaching debate on social media and the importance of Facebook comments was new to me.  It is a fascinating perspective because this is the first time that these users have been able to engage in something that we take for granted. The anonymity of the Internet and the idea of not being face-to-face with a person or the possibility of being overheard by secret police or other government agents allows free-flowing discussion and this is where the actual revolution is taking place.

Later in the panel, the idea that not all analyzers, sympathizers, or potential aids understand Arabic was raised.  This led me to think of the missing feedback loop between the debates and those who need to understand what is happening such as Department of State employees, researchers and analysts, news agencies and reporters, and aid organizations from outside the country.

As researchers of social media know, one of the greatest ways that social media can be used as a tool is in what is called the “boomerang effect.” This idea says that social media can lead to rapid response, whether by political pressure or monetary and non-monetary aid, by other countries that support the cause. However, because those that have the power to help do not often look to Facebook comments, most do not know about this debate.  In speaking with fellow blogger and IPDGC fellow Mary Jeffers, during a break between sessions, she brought up another point in that there were some excellent ideas in those comments that she would like to share with colleagues, but couldn’t because of their limited knowledge of Arabic and the fact that no one has time to send everything through Google Translate.

Even if someone had this time, a non-Arabic speaker would probably not be able to understand the English that comes out of the translations because, as we all know, Google Translate is not perfect and one has to know the structure of the language to really understand the English results. Facebook’s “See Translation” link does not always work either as it just links to translation by Bing. In addition, Arabic posters write in two different forms: traditional Arabic script and the transliterated form.

Google Translate does not even read transliterated form and, as in English, online commenting is often abbreviated or written differently which is why a person would need to read these comments to be successful. Below is an example of what happens when I clicked on the “See Translation” button provided by Facebook.

As you can see, the translation of the original post makes sense, but the comment does not at all. This is the issue. There is inconsistency in the translation when and if it’s even available.

These comments and debates give us better clues as to what is going on in the crisis and help us to gain credibility when reporting stories which is a large problem in the Syrian situation.  Information that comes from on-the-ground sources is useful and the debates provide the honest feedback that we need to truly understand the problems and to mobilize people and resources to give aid where it is needed.  The problem here is a communication gap.  There are no easy solutions to solving this problem.  Clearly, we cannot expect everyone who analyzes and researches the crisis or is in the position to give aid to speak Arabic.  We also cannot expect the Activists to write in English.  What we need to do is have designated people at each agency involved to read through these comments on a regular basis and report the findings to people in power.  We are missing some of the most crucial information and that needs to be changed.

This can also help news agencies because, as stated in the second and third panels, the Syria crisis has been a long conflict and the stories are no longer getting the attention they deserve.  With information from the debates that are occurring on social media, there is something new to report and a new way to get the audience involved and interested in what is happening. As we know, there are two different messages going out: the ones between Arabic speakers and the ones in English directed towards non-Arabic speakers. We need to see the complete Arabic side of this to get the truth, maintain credibility, keep people interested, and find out the best ways to help.

Reading, understanding, and reporting on these debates will not be an easy task.  However, this information gives us the insight we are missing and will help us to further understand just how civil society is being built and what people are thinking in this complex, multi-sided crisis.

With social media as a largely-used tool in the conflict, we cannot ignore these comments and debates.  We have come very far in incorporating social media into research and reporting, but we still have a ways to go if we want to use this tool to its fullest extent.

Tim Lowden questions the wisdom of Larry Schwartz, the Senior PAO in the U.S. Embassy in Cairo, employing snark in a twitter exchange with the Muslim Brotherhood following last week’s attack on the Embassy. In an interesting case of digital diplomacy, the MB had used its English-language Twitter feed to express sympathy to Embassy officials following the protests. Implicitly referring to the MB’s apparent tendency to adopt a more inflammatory tone in its Arabic tweets, Schwartz responded, “Thanks. By the way, have you checked out your own Arabic feeds? I hope you know we read those too.”

Tim found this response to be cheeky, undiplomatic, and counter-productive to dampening down tensions, especially as a response to a seemingly well-intentioned missive from the MB. Personally, I rather liked it. But I think the incident illustrates the difficulties the State Department and other governmental organizations face when using social media to interact with foreign publics and, in this case, governments.

There are several aspects of social media that make them particularly tricky for diplomats. First, they move in rapid, real time speed, with shelf lives and attention spans that are often even shorter than that of traditional media. This is at odds with a bureaucracy’s desire to vet all communications before making them public. By the time a 140 character tweet has made it up the administrative food chain, the subject has changed and State has lost the opportunity to engage in the conversation. Recognizing this, State has slowly allowed for a more spontaneous approach to social media at its embassies, especially when it comes to posting on Facebook walls and tweeting. As former Undersecretary of Public Diplomacy James Glassman writes in a smart post at Foreign Policy, Ambassadors are ultimately responsible for tweets from the Embassy, but staff is trusted to proceed with the understanding that no communication can question or contradict U.S. policy. Generally, this is never a problem. That doesn’t mean, however, that tweets and wall postings can’t cause embarrassment.

Of course, this is potentially true of any communication; after all, it was a standard press statement that got Schwartz and the embassy in trouble in the first place. Another problem for Diplomats engaging in the public sphere via new media is precisely what bothered Tim: Tone. Social media — especially Twitter — speaks in the language of snark. To be credible, diplomats don’t necessarily need to descend to the lowest form of discourse, but they do need to communicate colloquially and authentically to be seen as legitimate members of the online community. This is why I am not bothered by Schwartz’s tweet: I found it to be a nice way to make an important point that worked in the context of social media.The question of whether it “works” or not is another matter, though.

And therein lies another challenge social media pose for diplomats. Twitter, Facebook, and the like are simply tools in the strategic communication utility belt diplomats can use to engage with foreign publics. But like all forms of communication, they are ultimately meant to serve the strategic ends of, in this case, the U.S. government. The real value of social media, for instance, is a combination of mass information delivery system, and a way to humanize the U.S. government for potentially skeptical audiences who see America as aloof, or worse. Measuring effectiveness of these communications is difficult, to say the least.

Take Schwartz’s tweet. Did it serve the U.S. government’s interests? Well, if it annoyed the Egyptian authorities and people when the government was making a genuine effort to extend an olive branch, then maybe not. But if it simultaneously stood up for the principal that the U.S. won’t stand for alleged allies engaging in rhetoric that endangers U.S. personnel, while also putting a human voice — piqued though it may have been — to otherwise staid government communications, then perhaps the answer is yes. The problem is two-fold.

First, who is the audience? The answer is a combination of one’s intended audience, and everyone else that will see your message retweeted, liked, emailed, etc. In traditional strategic communication, one identifies a target audience and crafts a message likely to be persuasive to that group of people. In social media, even more than before, the audience quickly grows beyond your target, especially when communications go viral — a diplomat’s worst nightmare. This leads to the other challenge: Context. When a politician airs a political ad on TV, they have a pretty good idea of the context in which the audience is receiving that message. But embassy officials have little to no control over how their unintended audience — or even their intended audience — will be seeing their tweets. For instance, research across decades shows that one of the most important ways in which people understand news and information is through the prism of peers or elites they trust and agree with.

So if I see Schwartz’s tweet because I follow him, then I am likely to process it differently than if I have it retweeted by someone I trust but who I know is hostile to the United States. More to the point, perhaps I see the tweet in a blog post from a trusted source that goes into a lengthy rebuttal to Schwartz’s message. The point is that in a new media environment, the messenger has much less control over the reception of that message than they did in a traditional media world. This is even true for their “old” media communications, because they, too, are often sent on a roller coaster ride through the “interwebs.”

This is reminiscent of the “Twitter Wars” between ISAF PAOs in Afghanistan and, purportedly, Taliban officials in the last couple of years. The exchanges were marked by extreme sarcasm on both sides, as in this repartee:

There are a couple of potential pitfalls exhibited in these exchanges. First, unlike Schwartz’s tweet, ISAF is in full-on Snark mode, to a point that I’m not sure works for them. When you are seen as an occupying force representing a host of imperial countries, it doesn’t really help win hearts and minds to in fact sound imperious. Put another way, this doesn’t seem to be furthering the strategic communication goals of ISAF. Second, it’s not clearthat the person tweeting here is really part of the Taliban, much less representing them. A coalition or government doesn’t look very credible if it’s arguing with an impersonator. A final problem posed by the Schwartz and ISAF cases is that these online squabbles are manna from heaven for the press, which loves conflict stories, especially if they allow reporters to write “gee whiz” stories about digital diplomacy gone awry. This can often fuel the story’s jet-packed ride to viral stardom.

Then again, the press itself can not only engage in what we might call undiplomatic behavior, but discover the hard way the same perils of social media diplomats have faced. In a matter of hours on Monday, Newsweek published a grotesque cover wallowing in the worst stereotypes of the Muslim world with the headline “Muslim Rage,” then invited comments about the cover on Twitter: “Want to discuss our latest cover? Let’s hear it with the hashtag #MuslimRage.” Well, they heard it alright.

Fortunately for Newsweek, a few hours and several thousand tweets later, Mitt Romney’s latest faux pas went viral and their own mishap began to travel down the memory hole, right on the heels of Larry Schwartz’s tweet. But in many ways, the damage had already been done.

I don’t envy the position Larry Schwartz finds himself in right now.

Schwartz, the Senior PAO and person responsible for press releases and social media at the U.S. Embassy in Cairo, has been taking a lot of heat the past few days. As the smoke clears, we are now finding out that much of the uproar has been unfounded and as a result of a classic news hijack for political gain. But Thursday, Schwartz really crossed the line, and now he may be facing repercussions as the Obama administration moves to quell the media scrutiny around the situation, fend off attacks from the right, and repair damage with the Egyptian government.

Most readers of this blog are probably aware of the political firestorm that erupted after Mitt Romney made comments regarding a press release and tweets sent out from the embassy on Tuesday. To recap it quickly, Schwartz sent out a statement and an accompanying summarizing tweet at 12:18 p.m. Cairo time on Tuesday, according to this Foreign Policy article. The statement read:

“The Embassy of the United States in Cairo condemns the continuing efforts by misguided individuals to hurt the religious feelings of Muslims – as we condemn efforts to offend believers of all religions. Today, the 11th anniversary of the September 11, 2001 terrorist attacks on the United States, Americans are honoring our patriots and those who serve our nation as the fitting response to the enemies of democracy. Respect for religious beliefs is a cornerstone of American democracy. We firmly reject the actions by those who abuse the universal right of free speech to hurt the religious beliefs of others.”

More than twelve hours later, at 12:30 a.m., Schwartz made a more controversial tweet:

According to the aforementioned FP article, neither of the messages was approved by Washington, but Schwartz ran them anyway (they’ve has since been removed).

After the tragic death of Ambassador Chris Stevens and three other Americans in Libya not long after the events in Cairo, what was initially a rather small roller in the ocean of U.S. news became a surging tidal wave as the media began talking about the protests all over the Arab world, the infamous film blamed for them all, and what we should do next.

Mitt Romney jumped on the opportunity and lambasted Obama for being “apologetic” to the protesters and not standing up for American values like free speech. It was a political move, and an obvious news hijack. The facts are now out that the press release was preemptive, and that Schwartz disobeyed orders. Also, reports like this one from Erik Wemple, saying the release was in no way an apology anyways, are surfacing all over. Regardless, the Romney campaign has used it to start a larger debate questioning Obama’s leadership in the Arab world as a whole.

As for Schwartz and his decision to send out the press release prior to protests beginning, he was spot on. He did what he could to calm down what was probably a growing rumor that something was going to happen regarding the offensive nature of “The Innocence of Muslims”. There are rumblings that the film may have been used as a scapegoat for a previously organized protest, but let’s not bother with that. The man acted on information, and acted well.

In my opinion, you can’t blame him for sticking by his statement later, and adding that the embassy condemned the breach. To his credit, President Obama recently said, “And my tendency is to cut folks a little bit of slack when they’re in that circumstance, rather than try to question their judgment from the comfort of a campaign office.” Schwartz and his colleagues were the ones dealing with a breach of security, and he did what he felt necessary to condemn it. In addition, it follows an acceptable line of thought while under attack. Romney can talk all he wants about promoting free speech, but when a mob is attacking your compound, you might not want to be spouting American rhetoric. Maybe it wasn’t exactly what Washington wanted it to be, but it surely wasn’t overly detrimental.

At this point in the sequence of events, it appeared Schwartz would have his reputation restored. He was under pressure and he did what he thought he had to do.

But then, Thursday happened, and the media is once again on his case.

Somehow, after seemingly making it out unscathed, it appears Schwartz was actually only in the eye of the storm. This article in The Atlantic, as well as many others, documented this exchange between @USEmbassyCairo and @Ikhwanweb, the official handle for the Egyptian Muslim Brotherhood:

I want to stop here and note a few things. Firstly, as of March 2012, the entire country of Egypt had 215,000 users on Twitter. The Twitter account for @USEmbassyCairo has a little over 28,000 followers, and at first glance, it seems a large number of them are more than likely not located in Egypt. A relatively tiny number of Egyptians in relation to the population of the country are seeing these posts, and yet the U.S. media coverage of them is more than superfluous.

Because of that, internet posts are meaningful and permanent. Someone always gets a screen grab of an ill-thought-out tweet, and it appears that such a situation is what happened yesterday. I have no idea what the Arabic feeds of the Muslim Brotherhood said, but I know that a knee-jerk response from an American diplomat to the current party-in-power over a public forum is definitely not what the Obama administration is looking for right now.

The move by Schwartz, who is undoubtedly under a lot of stress, insinuates that the party had some form of involvement with, or was instigating, the protests on their Arabic feeds. And that now carries even more weight, considering the Cairo protests seemed to fuel others, and have resulted in American deaths. Such an insinuation may have the propensity to create further tensions between the governments and/or stir the emotions of what is an already volatile Egyptian public.

More likely, the bigger headache for President Obama will be this incident giving the Republican party more fuel for their fire in saying the current administration has mishandled Middle East/North Africa affairs on a larger scale. Twitter is used as a device of public diplomacy by the State Department, and Schwartz just turned 180 degrees and called out the recently-elected Egyptian government for at best, not responding well to the situation, and at worst, contributing to the protests. Even if that information was to exist (and I am in no way saying it actually does), Twitter is surely not the right medium to address it. I wouldn’t be surprised if Romney and his advisors make haste in using that information to further their cause, possibly by saying Obama should have removed Schwartz after the first round of unapproved messages.

It appears President Obama has to do a little more damage-control than originally thought. I’m interested to see how this plays out, what Schwartz will face in the days ahead, if there will be an official response from the Muslim Brotherhood, and if the Romney campaign will triple-down on their cries of poor management by Obama.

All of the political bickering aside, we as Americans are all mourning the loss of Ambassador Stevens, Sean Smith, Glen Doherty, and Tyrone S. Woods. Let us all hope that the other protests end peacefully, and that U.S-Egypt, and U.S.-Arab relations in general manage to make it out of this mess, despite the Twitter gaffes.

New Media and Conflict After the Arab Spring

That is the title of the latest IPDGC-USIP report in the “Blogs and Bullets” series, written by myself and my GW colleagues Henry Farrell, Marc Lynch, and John Sides, as well as American University’s Deen Freelon. Since 2009, we have been looking at the role of new media in political protest, activism, and movements for peace around the world. Although this has been an important topic for a while, it gained particular salience in 2011 when mass protests exploded throughout the Middle East, toppling two governments and pushing several others toward the brink.

Our first report, “Blogs and Bullets: New Media and Contentious Politics,” co-authored with Morningside Analytics’ John Kelly and Ethan Zuckerman from the Berkman Institute, we took a critical look at the state of research at that time in this area and called for a more complex, empirically-grounded approach. We proposed five “lenses” through which scholars and others could examine these internet-fueled movements: individual transformation, intergroup relations, collective action, regime policies, and external attention.

In this latest report, we go a step further by zeroing in on the role of new and especially social media in the Arab Spring protests that began in late 2010 and led to the toppling of some despotic regimes — but, importantly, not all — in 2011. We did this by utilizing a unique dataset from bit.ly, the URL shortener commonly associated with Twitter but used in several platforms, including Facebook. With these data, we were able to get a sense of how important a role these media played in what some hailed at the time as “Facebook Revolutions.”

Our findings suggest a more nuanced role for new media, or at least, for the new media we were able to analyze. First, it’s important to understand what we were able to do with our data. In a nutshell, we were able to see how different links spread throughout a country, throughout the region, and throughout the world, and when they did so. Put simply, we were able to look at spikes in linking (mostly via Twitter), which coincided with major events and their corresponding hashtags (e.g., #jan25 for Egypt), and see if most of that traffic was within the given country, within the broader MENA (Middle East North Africa) region, or external to the region.

In sum, we found that in nearly all cases we examined, the vast majority of link traffic was external to the MENA region and the country in question. So, for example, many of the links being virtually passed around about the Tarhir Square protests in Egypt were amongst people in places like Europe and North America, rather than from Egyptian to Egyptian, or even from Cairo to Manama.

There are many reasons not to be surprised by these findings. For one, most of the affected countries have very low internet penetration. For another, phrases such as “Twitter Revolution” or “Facebook Revolution” conjure up the kind of very powerful media effect not seen in most of the academic literature across a variety of contexts. It’s not that media can’t be powerful, but rather that their power is generally limited to very specific instances and dependent on many factors. (And that’s assuming we can agree on what “powerful” means.)

Yet precisely because of the occasionally breathless commentary about the alleged power of new media to bring down governments, these findings are important. For one thing, by showing that at least some social media (e.g., Twitter) didn’t appear to have a mobilizing effect internally, it helps refocus our attention on what variables do explain social movement organization and effectiveness.

Similarly, I would argue these findings are important for the way in which they tell us something about what social media did do during these protests. In a sense, what we found is a “megaphone” role for social media, whereby the rest of the world was able to learn about and have conversations about these protests and the violent crackdowns that they inspired. This could have important ramifications if, as some hope, this kind of external attention can generate international pressure on regimes to avoid or suspend violent reactions to protest, much less reform or resign. This is particularly important in an era where some governments, including the Obama administration, attempt to embrace a foreign policy based on the principle of a “responsibility to protect” (R2P) citizens threatened by extreme regime violence.

With Lynch and Freelon, our next wave of USIP-funded Blogs and Bullets research will explore how activists in the Syrian uprising are using new media — especially videos on sites like YouTube — to mobilize and inform others around the world about their fight with the Syrian government. Ultimately we will also be looking at how these social media campaigns might, or might not, influence the international community’s response. Fear and Loathing in Development Journalism

Three items on development journalism in Africa came across my radar screen yesterday, and it was fascinating to read such a diversity of views.  It seems that harnessing media in the service of development has been used, at times, as a strategy to repress free speech and democracy, and yet the concept of development journalism is experiencing a revival in the digital age.

What do “Take Five” readers think about these issues?  What are the contemporary risks and benefits of promoting development journalism?  Shared below are the three views that, taken together, coalesced into this unexpected debate on my desk top.  I invite you to continue the discussion here.

“Three Knight Fellows to Launch Continent-Wide Media Projects” (September 2011) announces a dynamic new initiative to be based in Nairobi, Kenya, where three media experts will train African journalists in media management, the environment, and rural development.  The project webpage explains that the media training on rural development will be conducted by Knight International Fellow Joseph Warungu, the very distinguished former head of BBC’s African News and Current Affairs department, who will “work with South Africa’s Rhodes University to build a pan-African network of journalists with the skills to cover agriculture, health, small business and other development issues.”  This particular fellowship is sponsored by the Bill & Melinda Gates Foundation.

Well, so far, so good.  I’ve spent enough time reading newspapers in developing countries to know that coverage is often dominated by purely political developments, while economic news gets short shrift.  Business news taken largely from corporate press releases and launches makes it into the paper, but not the in-depth, grassroots economic reporting that helps readers understand, for example, the local effect of global fluctuations in commodity prices, or how price subsidies can affect rural-urban migration, or how some conflicts are sustained by localized economic opportunities for the few, or how some types of information are as valuable and bankable as a durable good. Therefore, training that helps reporters and editors “follow the money” has to be a good thing, because readers want very much to understand both the development efforts and the wider economic forces that affect their most basic existence.

However, Terje S. Skjerdal’s “Development journalism revived: the case of Ethiopia” (2011) introduces some different ideas.  The author explains that “development journalism has attracted considerable hostility over the years.  … The practice has been blamed for promoting political agendas instead of people’s interests.  The strong dependency on the state, especially in African versions of development journalism, has roused worries from press freedom organizations. … Local journalism paradigms such as Nkrumah’s revolutionary journalism [in Ghana] and Nyerere’s ujamaa Journalism [in Tanzania] were seamlessly interwoven with development-oriented journalism. This was made possible because development journalism in the African meaning of the term, in contrast to the Asian, meant close collaboration between the media and the authorities rather than critical reporting on development efforts. In effect, the state media and the government joined forces against the private media … [and] the critical and investigative role of the media was severely suppressed in the name of the ‘greater good.’”

Yet Skjerdal also explains that, despite this negative history, there has been a revival of interest in development journalism in recent years.  He cites as an example the framework of five principles synthesized by Fackson Banda (Communicatio: South African Journal for Communication Theory and Research, Volume 33Issue 2, 2007) for “development journalism in a new era.”   These include seeing the audience as active citizens rather than passive consumers; listening (as journalists) to the public, and not just to official sources; promoting deliberation among people, and between the people and their leaders; and encouraging citizens to conceptualize and express their own development concerns.  In sum, the development journalist “must get readers to realize how serious the development problem is, to think about the problem, to open their eyes to possible solutions.”

The rest of Skjerdal’s piece focuses more specifically on the case of Ethiopia, and the results of a survey of Ethiopian journalists on the significance of a new Ethiopian media policy promoting development journalism.   Discouragingly, Skjerdal concludes that journalists in that country are finding it difficult to maintain their objective and outspoken stance in the face of a development journalism imperative to promote success stories in order to support national efforts.

But are there other ways to manage development journalism?  Ways in which the journalist’s core commitment to objectivity is enhanced rather than diminished by a focus on development?

Into this nuanced landscape of potential benefits and pitfalls comes a paper on “Developing undergraduate journalism curricula: Concerns and issues” presented at a 2009 South African conference by Monica Chibita, senior lecturer in journalism at Makere University in Uganda.  I read it with interest, having been privileged to work with Dr. Chibita on a multi-faceted radio journalism training project when I was posted to the U.S. Embassy in Kampala about a decade ago.

First Chibita notes the subjects that Makerere journalism students are traditionally expected to cover – media history, writing, editing, ethics, graphics, analytical thinking and research methods.

Then she asks, “for a journalist looking at practicing in an African context, though, what about understanding community problems and dynamics? What about applying their understanding of the workings of the media to poverty, maternal and infant mortality, HIV/AIDS, energy, environmental degradation, unemployment, governance etc?”  And, channelling Banda, “how about making sense of how people diagnose and seek solutions to these problems in their local context and what role the media can play in making this possible?”

And here Chibita introduces a new element, the digital revolution.   “It appears that there is a growing need [for such development-related skills.]  This is partly because communities now do have some access to a wide range of media. Technologies like the mobile phone, for instance, can be used to bridge the gap between rural people and previously inaccessible ‘mainstream’ media.”

In other words, says Chibita, since digital media brings real potential for mainstream media and government to “listen” to the public, for there to be two-way dialogue among citizens and leaders, and for citizens to be empowered to shape development issues themselves, then it is the obligation of at least some journalists to be professionally prepared to play a role in realizing that potential.

So should we be bullish or bearish on development journalism?   Should we embrace the positive vision expressed through the Knight International Fellowships and by Banda and Chibita, or are we persuaded by the more pessimistic view of Skjerdal?  In the examples above from Ethiopia, Uganda, and Kenya, do country-specific differences matter, e.g. levels of Internet penetration that are respectively below 2%, about 12%, and above 25%?  Are we persuaded by objective criteria such as UNESCO’s ranking of Makerere’s journalism program as among the top 12 in Africa?   More broadly, do the risks of defining appropriate topics for journalists always outweigh the potential benefits — or should the development imperative sometimes trump market-based media decisions in the African marketplace of ideas?

Diplomacy in the Digital Age

Do a web search for the Egyptian Influence Network and what emerges is a visual depiction of the social network that helped bring down President Hosni Mubarak a year ago. The United States government knew about broad public discontent, but did not have a meaningful relationship with these new digital elites. It certainly underestimated their power.

Earlier this week other digital actors released a dramatic film on the Lord’s Resistance Army, called KONY 2012. It instantly went viral; the State Department learned of it via the daughter of its Deputy Spokesman (in the interest of full disclosure, my former deputy). In this case, Jason Russell, the film’s producer, is trailing U.S. policy. The government months ago deployed military advisors to help improve the ability of regional governments to defeat the LRA.

Both cases underscore the dynamism of the digital age and the pressures it places on U.S. diplomacy. More and more people will have access to the kind and quality of information that was previously reserved for governments. Digital media do not fundamentally change the diplomatic process, but it expands the number of influencers, accelerates the process and can generate sudden shifts in public opinion.

As cell phones and other technologies become even more ubiquitous – equipped with cameras and connected to the Internet – everything we say and do will be increasingly visible. Government bureaucracies are going to struggle to keep pace and respond meaningfully in real time.

The State Department is already aggressively expanding its use of social media to communicate beyond governments directly to the people in multiple languages. Secretary of State Hillary Clinton in her first Quadrennial Diplomacy and Development Review has created a vision of a new breed of ambassador who will be more visible and more empowered than ever. Recently minted Ambassadors Robert Ford and Michael McFaul in Syria and Russia respectively are great examples of “early adopters” who have led significant engagement campaigns using social media.

But they are still the exceptions, not the rules. It will take some time to change bureaucratic culture whose first instinct is to carefully control the flow of information. But the global information infrastructure is simply too advanced to be controlled. The new digital elites must be engaged.

This will require both cultural and process changes to empower more leaders to willingly and effectively communicate with key audiences around the world. It will take a new generation of Foreign Service officers for whom information and communications technology is second nature. This will involve more engagement, more risk taking and greater focus on global public opinion.

Given what we are seeing in the Arab Awakening, public opinion will shape policies and diplomatic options in more countries of consequence to the United States. Policies are going to be more populist – the immediate impact of the Koran burning is another recent case in point.

Technologies are transformed much faster than cultures. They will change diplomacy, but it will take a while.
