A New Take on International Broadcasting

International broadcasting, as state media aimed at foreign publics, plays an important role in public diplomacy efforts.  Our latest paper examines the challenges before IB entities in a new media environment.  It proposes a framework for analyzing IB systematically, and predicting its success.

Generally, state-sponsored international broadcasting bodies operate with the aim of changing public opinion elsewhere, whether to spread goodwill, better views of the sponsor country, spread dissent against other governments or open up audiences to new ideas and policy proposals.

Governments spend billions on IB without central strategy or a conception of what IB should be today.  Academics and practitioners alike have failed to agree on models or theories that explain the success and failure of international broadcasting at different times.  Equally debated is what it should be. Propaganda? Or dialogue? Should it be a more networked form of diplomacy?

Part of the problem is that the media environment in general is in a high state of flux, and state broadcasters are struggling to keep up, adjust and move past previous missions while facing budget challenges and internal political crises.

To further thinking of audience engagement in new media environments, scholars have been proposing “dialogue,” “networked” and “relational” approaches.  While these conceptions are useful for moving IB in new directions, these are too often limited given the real political constraints on IB outlets. They neglect the complicated multi-stakeholder politics of communication between governments and other publics.

We take on the ambitious goal of developing an approach and analogy for IB that captures these challenges and the often contentious politics of state broadcasting.  Published in the International Journal of Communication, our paper “Remote Negotiations: International Broadcasting as Bargaining in the Information Age” adapts the two-level game metaphor of international bargaining developed by Robert Putnam (1988) to analyze state informational activities in the current media age.

Broadcasting these days, we argue, is better analogized as complicated multi-level bargaining between the IB entities and key stakeholders, including: domestic policy makers, mobilized issue publics, foreign governments, and target opinion leaders and groups in receiving states.

By bargaining, we do not refer to the deliberative, incremental process of negotiating a political treaty, but a looser, more rapid, exchange in which nearly instantaneous audience and governmental feedback can be taken into consideration in reporting and programming. What is being bargained over is that ever-scarce resource, audience attention.

The approach generates several propositions. For example, “the more sponsoring governments control broadcasters, the more vulnerable they are to domestic political exigencies and the less responsive they are to the preferences of the receiving publics.” Heavy-handed government control hurts a broadcaster’s likelihood of success.

IB must be iterative — as bargaining is — and take into account audience preferences, while serving the advancing government’s interests.  Simply pandering to foreign audiences, eager to criticize their government, is unlikely to be effective promotion of the government. Neither is simply toeing the government line.   Bargaining is apt because it denotes adjustability, as well as state sponsor flexibility.

As normatively appealing as “dialogue” is for a framework for IB and public diplomacy, it is dangerously over promising. States do not set foreign policy according to the public opinion of other countries – outside of a few exceptions (such as much stronger allies or patron-states).  Real dialogue is unlikely.

The paper articulates the emerging structural dynamics of international broadcasting. Our hope is to move discussion of IB past the propaganda-dialogue dichotomy while accounting for real politics and the pragmatic imperatives of complex mediaspheres we see globally.  Our approach explains why IB is more difficult than ever to pull off successfully, offers insights into improving IB and can be deployed and tested by other researchers in case studies as a useful analytical framework.  We hope it benefits both policymakers and scholars alike.

Satire as Good Publicity: How the Daily Show’s Ridicule Helps Al Jazeera English

International broadcasters should worry about how they are covered by the domestic media of countries in which they are trying to build audiences.  How they are reported and commented on can impact the public’s receptivity.

This matters more for controversial broadcasters operating in politically sensitive times.  One example I studied closely is the case of Al Jazeera English (AJE) in the United States.  By covering underrepresented areas in the world, AJE holds out the promise of facilitating intercultural understanding and knowledge of international affairs among Americans.  Research by Shawn Powers and Mohammed El-Nawawy (pdf) looked at how the political views of individuals viewing AJE moderated over time, leading them to term it a “conciliatory” medium.

However, AJE is not widely available on television in the United States — an inherent limit on this potential. Public opposition to AJE, beyond the conventional wisdom of the cable industry that Americans are uninterested in international news, is one reason.  Aversion to AJE is rooted in the perception of Al Jazeera as an enemy of the United States.  The Bush administration frequently lambasted the channel, associating it with Al Qaeda in public statements.

Many Americans hold pre-formed suspicions of the channel. In a previous study (pdf),  Katie Brown and myself found that pre-reception audience bias against AJE exists in the United States.  Americans were more likely to rate as credible and less biased a news report when it displayed a CNN logo, compared to when it bore AJE’s.  That is not to say all of our participants opposed AJE.  Mistrust of AJE correlated most highly with both conservative political ideology and prejudice against Arab Americans, limiting its conciliatory potential.

In a follow-up study published in the Journal of Intercultural Communication Research, we asked whether Americans change their views toward AJE depending on how it is covered by other media, or what we call “intermedia framing.”  It is based in our contention that in media-rich societies, public perceptions of newer or foreign media outlets can be influenced by how they are depicted by other media programs.

This is a potential media effect — we argue — even in an era of increased audience selective exposure, which many communication scholars argue limits how media influence people’s beliefs. In other words, while media pluralism has made it easier for audiences to select media to meet their preferences and needs, they may still incidentally learn about other media.  It follows from Matthew Baum’s work on the advantages of soft news for informing the public on issues, even if inadvertent and under the pretense of entertainment.

We gauged how Americans evaluated AJE after viewing packages about AJE trying to enter the US market. One was a Daily News bit featuring Samantha Bee (see video) and typified satiric soft news, using layered humor to tease AJE and mock American news-viewing habits.

The other package typified hard news; it was an NBC News report (no public link available).  It covered some of the same themes, referencing the administration’s critiques and the airing of the bin Laden videos (only shown but not commented upon in the Daily Show segment).

Our participants who watched the Daily Show’s bit demonstrated more openness to AJE, but also less prejudice against Arab-Americans.  Humorous inter-media framing facilitated receptivity to the channel probably by disarming apprehensions.  The hard news piece likely stoked fears related to the “war on terror.” We did not test for the specific emotional or cognitive effects that brought about perceptional changes, unfortunately.

Other researchers have shown in interest in inter-media framing and Al Jazeera English, though using different terminology, theory and methods.  In a recent paper in Journalism, Kimberly Meltzer looked at how American journalists, as an interpretive community, represented AJE as it launched in the Washington, DC market.  News coverage of AJE was largely positive, suggesting they generally did not share the antipathy expressed by members of the public who mobilized to oppose AJE’s carriage in other communities.  She related this to AJE’s marketing and outreach efforts, which she usefully reviewed.

Whether positive inter-media actually leads to more demand to have AJE placed on American cable and satellite services is another question.  Our study showed it can in an experimental setting.  Meltzer observed changes in actual inter-media framing.  More research on actual public reactions to AJE is needed to round this out.

There is a larger lesson for state media outlets.  With the fast growth in the number of outlets, it is natural that a competitive field increases references between media.  As international broadcasters face increasingly complex media milieus, there is a greater need to appeal to domestic news channels since they can influence public receptivity.  That can be difficult given the natural competition for eyeballs and likely differences in ideology or interests.  However, broadcasters may want further invest in media relations work to expand their PR and marketing efforts.  The concept of inter-media framing

@Sweden: Connecting Citizens through a National Voice

In a progressive initiative by the Swedish government, a Twitter account is now unifying citizens of all ages and circumstances through social media. @Sweden is a government experiment that entrusts the country’s Twitter account to a new citizen of the country each week. According to the ABC News blog, the designated tweeters are chosen by the “three brains behind the idea: the Swedish Institute, a government agency, Sweden’s official tourism website VisitSweden, and a Swedish communications firm called Volontaire.”

Though the national Twitter account was incepted in 2009, this endeavor was intended to revamp its purpose. The concept behind @Sweden is to promote a unique and diverse image of the country. Philip Alqwist, a creative director at Volontaire, told ABC News that the correlation between Sweden, one of the most democratic countries in the world, and Twitter, one of the most democratic tools in the world, presented an ideal outlet through which the Swedish brand could be exemplified.

Further contributing to the account’s uniqueness is the fact that @Sweden is completely uncensored, fulfilling its role both as an instrument of free speech and as a true depiction of the Swedish population. The “soft suggestions” according to the New York Times are that people not do anything criminal and that they label political views as their own. Although the lack of censorship subjects the account to typos and sometimes seemingly outlandish statements for a nation’s official social media forum, citizens who tweet for @Sweden are encouraged to be themselves. There is not one typical citizen of Sweden, so there shouldn’t be only one voice.

The account is mostly uncensored by the Swedish government.

The Swedish project, which began in December of 2011, has already ignited a movement. After the launch of the “new” @Sweden account, @PeopleofLeeds, @WeAreAustralia and @TweetWeekUSA were each created, followed shortly by @CuratorsMexico and @BasquesAbroad. If projects such as these continue to flourish through social media and other outlets, it will be interesting to see whether they have the ability to stimulate international discourse a provoke further interests in the affairs of outside nations.

The @Sweden experiment typifies yet another instance of how social media has the ability to spark social change. As Nelson Bonner, founder of @TweetWeekUSA, @TweetWeekNYC and the Rotation Curation website said of his and similar undertakings in an interview with ABC, “Where I see this going is literally a revolution for world communications…What I wanted to do is to open a dialogue between people in the US about what’s going on in their country, and in the world.”

@Sweden embodies an endearing form of social media–a kind of civilian diplomacy–where, rather than having a state’s officials or diplomats interact with citizens, the country’s people act as the voice. It is not only the cornerstone of what may be a profound international social movement, but it also allows for a new form of insight into countries and their citizens, flaws and all…

Tourism and Public Diplomacy

Who more powerfully shapes foreign public opinion of a country: a public diplomacy staff member in government or a tourist from that country?

It’s probably impossible to say, but a case can be made for the latter if one thinks of the massive difference in scale between tourism and public diplomacy.  International tourism is a trillion dollar industry.  In 2011,  there were an estimated 982 million international tourist arrivals. Public diplomacy activities can only pale in comparison.

There may also be a qualitative difference in terms of influencing views.  After all, the government and its representatives are inherently assumed to be strategic communicators, trying to show the country’s best face. Doesn’t that diminish the power of the message — or make interactions seem instrumental and contrived?  Tourists, on the other hand, are non-strategic, at least to the extent of acting in the nation’s interests, and would seem — in terms of perceptions — to offer the more authentic representation of the country and its people.

If a country’s tourists are engaged in bad behavior frequently — for example, tourism for the purpose of criminal behavior or even widely disdained, yet legal activities, e.g. the sex industry — it could easily result in a widespread belief that the country itself, and its people, are generally immoral or dangerous.  I cannot imagine a country’s public diplomacy efforts surmounting that sort of common sentiment easily — even if its foreign policy is received positively.

Robin Brown wrote a short blog post saying:

we shouldn’t underestimate the importance of tourism within the public diplomacy field.

He argued it matters for three reasons. The first is essentially the point above, that tourism shapes perceptions of “others.”  Second, states’ perception management activities are often aimed at boosting tourism. And the tourism industry of each state tries to impact public diplomacy and nation branding efforts to attract foreign visitors.

It seems that tourism, though richly studied as a sub-field on its own (see academic journals), presents a challenge for public diplomacy scholarship. Thinking of PD in institutional terms, centering on the coordinated activities of governments and officials addressing foreign publics, has its advantages.  It gives the primary actors a mailing address — a “who” — and presumes some level of control over messaging and actions.  This means we can speak of “programs” such as “exchanges,” and other formalized activities intended to convey ideas, further relations, change perceptions and so on.  This focus constitutes, and therefore constrains, much of the research.

There are methodological challenges, as well. Tourism, in terms of interpersonal communication, is at the ethnographic level, making it much more difficult to research.  Its messiness calls on deeper research to really understand.  Interviews with officials in countries capitals simply won’t provide the insight needed.  For PD scholars, it is tempting to toss tourism into the category of “noise” that makes delivering the signal of government communications so difficult.

A case could be made that tourism is the real public diplomacy and government programs are marginal.

Given that international tourism is growing, especially with emerging powers, e.g. the BRICs, and also in places not known as tourist attractions, it makes sense to heed Brown’s call.

I wonder to what extent states’ foreign ministries might start to consider tourists as ambassadors, and whether programs educating or even training them might be carried out — whether in the form of leaflets for departing citizens, airport signage, domestic media campaigns or through embassies.  Should governments spread the notion of tourists as bearing an obligation to represent positively their country overseas?

A Comprehensive Public Diplomacy Strategy for Myanmar

In the past year, Myanmar has been hailed internationally for taking unprecedented steps towards democracy, but what it hopes to gain from democratization–increased investments, development aid, diplomatic relations, and national security–will only be fully realized if the Myanmar government incorporates public diplomacy as a central part of its transition strategy. Specifically, Myanmar officials should focus on creating a globally recognized national brand for Myanmar that is synonymous with ‘emerging democracy’, enhancing Myanmar’s regional role, and increasing English education by participating in English language programs.

Myanmar’s most pressing foreign policy goal is to convince Western nations to lift financial and travel sanctions, because they prevent the country from taking advantage of its plentiful natural resources, including offshore oil and gas deposits. The U.S. maintains that it will only remove all sanctions when it feels that Myanmar has demonstrated a serious commitment to democracy. To do this, Myanmar officials should brand the country as an emerging democracy through establishing one name by popular referendum, promoting the emerging term ‘Myanmar Model’ to describe the unique type of top-down democratization, and embracing Aung San Suu Kyi as the international face of democracy in Myanmar. To Western countries, Suu Kyi’s participation in Myanmar political life certifies and legitimizes it. President Thein Sein and his government must continue public dialogue with Suu Kyi and her party, the National League for Democracy (NLD). The government should not be held captive by the NLD; rather, it is important that Suu Kyi feels included in the political process because Western policymakers look at her and the NLD to determine the success of Myanmar’s transition to democracy.


Myanmar should also use public diplomacy to demonstrate its strong investment climate, in order to attract foreign investors when sanctions have been lifted. Myanmar can position itself as a more prominent member of the regional and global community by hosting regional summits for organizations in which Myanmar is a member, giving officials the opportunity to set the touristic agenda for visiting diplomats and bureaucrats. Myanmar was recently named the 2014 host country of the Association of Southeast Asian Nations (ASEAN), and can use this opportunity to introduce the newly democratic country. Myanmar can also increase its desirability as an Western investment destination by participating in English language programs and scholarships such as the U.S. State Department’s English Access program, Fulbright Scholarship, and the British Council’s English Language program.

In the past year, Myanmar has sought to limit Chinese influence in its economy, and strong public diplomacy that results in Western investment will diversify Myanmar’s financial partners and improve its national security. This is a critical time to be practicing public diplomacy with Western countries–especially the U.S.– because many are beginning to shift their foreign policy focus towards containing China and gaining a foothold in the South China Sea, where Myanmar is located. Public diplomacy should be a central aspect, rather than an afterthought, of Myanmar’s transition strategy in order to tell the country’s remarkable story on its own terms.

Actions in Beijing Speak Volumes

In March of last year, Secretary of State Hillary Clinton (my former boss), in testimony before the Senate Appropriations Committee, feared we were “losing an information war” to the Chinese, Russians and al Jazeera. She was certainly right that the United States faces greater competition from other nations, non-governmental entities and social actors who were aggressively challenging the U.S. narrative of global events and advancing alternative frames. Despite being the world’s only superpower – which means the United States has an interest in every corner of the world but also that every global citizen has an opinion on U.S. policy – our relative advantage had certainly diminished since the end of the Cold War. On balance, the rise of emerging powers like China, Russia, Turkey, Brazil, India, Indonesia, Iran and South Africa is positive, offering opportunities for cooperation and collaboration. But these countries will challenge U.S. leadership as well.

However, we are not losing this information war. Events of the past week reinforce why, as the United States clearly and compellingly defended universal standards of human rights in the case of Chen Guangcheng, a self-taught lawyer who had escaped house arrest and found his way to the U.S. Embassy in Beijing. China, an emerging power and strategic competitor, suffered a serious loss in global perception.

People have come to admire China as they see its extraordinary economic performance and learn more about China through its Confucius Centers and media like Xinhua. They marveled at the Beijing Olympics. But they have also been exposed to the other side of China, a rising but insecure power that is afraid of its own people and routinely and too often ruthlessly violates universal rights including freedom of expression, assembly and the press.

Chen Guangcheng wanted to do something revolutionary. As an activist, he wanted to remain in China, to be free of government intimidation; study what and where he wanted; and continue to challenge government policies in an open and civil society. The United States advocated on his behalf, not just through our diplomats in Beijing but also thanks to technology with his dramatic participation in a (staged and shrill but nonetheless effective) Congressional hearing. When that negotiated arrangement with the Chinese government collapsed, the United States rapidly opened the door for Chen to travel and study in the United States. The Chinese government reluctantly agreed if only to move the issue off the global stage.

In the Middle East, while surviving autocrats take comfort in the transactional “ask no questions” nature of Chinese foreign policy, as Professor Marc Lynch at GW’s Elliott School describes in his new book Arab Uprising, an increasingly expanded and empowered public sphere is acutely aware of regional developments and what major players are or are not doing. The United States will be challenged even as it has thrown its rhetoric and actions (Bahrain and Palestine notable exceptions) behind change, most recently regarding Syria. Going forward, U.S. policies will face increasingly strong head winds. It will be challenged to back its rhetoric with appropriate actions that reflect values, not just interests. Not everyone will be happy with the U.S. posture on a particular issue of importance, but it is now China and Russia (which has its own problems with protests) that are the status quo powers, providing political cover for the Assad regime.

There is more than one side of history. In world events, it sometimes takes time to determine which is side is “right.” The United States does not have the influence in the world it once did – that world no longer exists – but it is better positioned and competing more effectively than may be realized. Actions ultimately do speak louder than words. What the United States did last week in defending the universal rights of Chen Guangcheng spoke volumes.

 

 

 

 

Everybody’s Talking About World Press Freedom Day

World Press Freedom Day – celebrated today, May 3, with the centerpiece UNESCO event held in Carthage, Tunisia – is one of those global phenomena, like soccer, that seizes Americans only peripherally.  Yes, the main event last year was held in New York, and yes, U.S. organizations such as the Committee to Protect Journalists release key reports on the occasion, but by and large the day comes and goes here in the U.S. without much fanfare.  Through the wisdom of our founding fathers and much vigilance and hard work by journalists, editors, and publishers since that time, U.S. press freedom is secure.  But this is by no means the case everywhere, and therefore World Press Freedom Day becomes an important opportunity – and sometimes an all-too-necessary excuse – for renewed discussion of media freedom issues in countries around the world.  The U.S. government, through its Embassies overseas, is an active participant in these discussions.

President Barack Obama’s statement on World Press Freedom Day 2012 makes U.S. principles and commitment clear, as does the video statement of Secretary of State Hillary Clinton.  But U.S. Embassies overseas also actively seize the opportunity of World Press Freedom Day to reinforce American support for the principle and practice of media freedom.  Many Embassies develop and promote creative opportunities for local journalists and editors to speak out.   More on that below.

When the UN General Assembly proclaimed World Press Freedom Day in 1993, it outlined the following goals:
–     to encourage and develop initiatives in favor of press freedom
–     to assess the state of press freedom worldwide
–     to remind governments of the need to respect their commitment to press freedom
–     to encourage reflection among media professionals about press freedom and professional ethics
–     to mobilize support for media that are targets for the restraint, or abolition, of press freedom
–     to remember journalists who lost their lives in the exercise of their profession

UNESCO’s selection of Tunisia as the site of this year’s World Press Freedom Day ceremony reinforces its key theme for 2012: Media Freedom Helping to Transform Societies, summarized here:  “the recent uprisings in some Arab states have highlighted the power of media and the human quest for media freedom, as well as underlining the fact that social inequalities will indefinitely search for equilibrium, in order to address those inequalities. Could the Arab Spring have taken place without the proliferation of social media or satellite TV? [Text messaging] and social media have enabled the diffusion of vital information to reach the widest number of people in a very short span of time. Social media have enabled protesters to self-organize, and have engaged the global youth in the fight to be able to freely express themselves and the aspirations of their wider communities.”

U.S. Embassies are making the most of this opportunity to reinforce American principles and policies in support of press freedom.   Here is just a small sampling — from Angola to Surinam (both this and this), to Pakistan (via YouTube and Facebook); from the Philippines (through a new partnership with the Philippine Press Institute), to an op-ed by a State Department official that was shared via this all-Africa digital media outlet, picked up in Namibia, and tweeted by All-Africa news website Co-founder and Chairman Amadou Mahtar Ba; from an upcoming Twitter Q&A in Rwanda, to a seminar in Luxembourg, and this U.S. Ambassadorial initiative reported in Kyrgyzstan.

World Press Freedom Day is also an important occasion for the UN, the Committee to Protect Journalists, Reporters Without Borders, and other global organizations to recognize journalists who are “targets for the restraint, or abolition, of press freedom” — in other words, journalists who have been intimidated, persecuted, jailed, or even killed because pf their work.

The U.S. State Department’s Bureau of Democracy, Human Rights, and Labor, through its website HumanRights.gov, also highlights compelling and emblematic cases of journalists who are imprisoned or living under threats, among them Reyot Alemu (left) of Ethiopia, who was sentenced to 14 years in prison in June 2011.

As the UN General Assembly of 1993 intended, May 3 has become an occasion in most countries for journalists and editors to sit down, sometimes with government officials, to discuss and debate press freedom issues of local concern.  Not infrequently, governments use the occasion to reinforce their own perspectives on the need for restraints and limits on press freedom – or (per our recent blog post Fear and Loathing in Development Journalism) to define journalists’ role in the country’s development.  This debate around media responsibilities vs. media freedom is discussed explicitly or implicitly in many local news stories on World Press Freedom Day, including in this revealing sample of pieces from Uganda,  Nigeria,  Sri Lanka,  IndiaGuyana. and Ghana.

Press freedom is an issue for every day, not just for May 3.  But World Press Freedom Day is a vitally important opportunity to get people talking about what is happening in their countries and what needs to change.  And public diplomacy to promote press freedom is one of the most important kinds of public diplomacy there is.

African-Americans in Africa in the 1960’s: an early example of the New Public Diplomacy

Searching online for details about the life of Dr. Marie Gadsden, a ground-breaking African-American internationalist who was my husband’s dear friend and mentor, we discovered  intriguing threads linking her to a complex and deeply fascinating story:  the story of African-American political and cultural engagement with newly independent Africa in the late 1950’s and early 1960’s.

It is also a story, I would argue, about two-way, collaborative, non-assymetrical dialogue — with and without government support — of the kind that today is the elusive prescription for successful public diplomacy as described by scholars such as Jan Melisson, Rhonda Zaharna, Kathy Fitzpatrick, and others.  (If you have another view on this, Take Five welcomes your contributions and insights.) 

To return to the story:  Marie Gadsden was one of the first African-Americans awarded a Fulbright fellowship, which in 1953 took her to Oxford University in the UK.  There, chance put her with roommate Sarah Ntiro, a future icon of Ugandan women’s rights, a pairing that added impetus to Marie’s growing interest in strengthening U.S.- African ties.

1959 found Dr. Gadsden teaching English to government cabinet members and to English teachers in newly-independent Guinea, as a response to President Sékou Touré’s first request of the first U.S. Ambassador to that country.  In 1960, Dorothy Height, who was president of the influential National Council of Negro Women and who would go on to be awarded the Presidential Medal of Freedom and the Congressional Gold Medal for her work in the Civil Rights movement, recalled joining in a women’s labor march with Marie Gadsden in the Guinean capital of Conakry.

Dr. Gadsden would likely have known of future Supreme Court Justice Thurgood Marshall’s travel to Kenya and the UK, also in 1960.  And a few years later, in 1966, Dr. Gadsden crossed paths with famed American poet Langston Hughes in Nairobi, most likely during his USIA-sponsored trip to Uganda and Ghana.

So what were these and many other African-American icons doing in Africa? The essential answer is that they were sharing ideas, and receiving them.  Sharing expertise, and gaining inspiration.

They were seeking support from Africans for American civil rights – human rights — and working hard to mobilize American support for Africa’s political and economic development.  Traveling for U.S. public diplomacy, and traveling as private citizens, and merging the two as true citizen diplomats.

And also pressing the State Department in Washington to include more African-Americans among the ranks of U.S. diplomats, and to focus more effectively on relations with emerging African nations.

We are by now familiar with the Jazz Ambassadors of that era, a much-lauded Cold War initiative of U.S. public diplomacy that projected American culture and society through jazz greats from Louis Armstrong to Dizzy Gillespie,  Duke Ellington, and Dave Brubeck.

But fewer likely focus on the deeply emotional and polarizing backdrop of the early U.S. Civil Rights era, which saw, for example, Louis Armstrong temporarily refusing to tour for the U.S. in protest at President Eisenhower’s early handling of the Little Rock, AK, desegregation crisis.  Such tensions are the focus of historian Penny von Eschen’s absorbing book Satchmo Blows Up the World.

So the heady era when a young America embraced post-WWII globalism (a zeitgeist intensified by visionary and inspiring initiatives of the Kennedy era such as the Peace Corps and rapid expansion of U.S. development assistance), was a stirring but also conflicted period for many African-Americans who saw the African quest for post-colonial independence as a mirror and metaphor for the horrifically daunting struggle for civil rights at home.  In December 1960, Ebony magazine celebrated Africa’s emerging states as both the realization of a dream as well as a somewhat precarious, must-not-fail experiment that demanded the material and spiritual support of African-Americans as well as the official support of the United States.

Dr. Gadsden’s story, like those of many other African-American leaders whose threads were woven into it, brings that era to vivid life.  The all-too-brief details that follow are offered as an introductory sample, a tantalizing glimpse, in the hope that you will follow our own footsteps in discovering the rich history of African-American and African public diplomacy in the early Civil Rights era.

Dorothy Height’s memoir Open Wide the Freedom Gates (2009), and especially her Chapter 14, “Citizen of the World,” highlights the immediate and compelling political relevance of Height’s own international experience and that of other Civil Rights leaders.

In 1960, Height traveled for several months in Sierra Leone, Ghana, Nigeria, and Guinea to study the training needs of women’s organizations.  (It was on this trip that she met Marie Gadsden, then with the small and shrinking U.S. Embassy delegation in Conakry.)    Meetings with grassroots women who had never before thought about their problems and goals in gender terms;  being hosted by a new cabinet minister in Accra, and Nigeria’s new chief barrister in Lagos; gaining insights into the debilitating legacy of colonialism — all are vividly described.

On her return, Height helped form a senior policy advocacy group, the American Negro Leadership Conference on Africa (ANLCA), together with Dr. Martin Luther King, Jr., Roy Wilkins, and other top Civil Rights leaders.  A remarkable coalition of African-American religious, civil rights, fraternal, sorority, business, professional, educational, labor and social organizations supported ANLCA, including the American Committee on Africa, the Phelps-Stokes Fund, and even organizations whose primary commitment was clearly to grassroots Civil Rights organizing in the U.S. such as the Student Non-Violent Coordinating Committee.

Height recalls that Chief Simeon Olaosebikan Adebo, newly arrived in New York as Nigeria’s ambassador to the UN, invited ANLCA leaders “to discuss how Africans felt about U.S. policy. …He wanted black Americans to think more precisely about how the U.S. was relating [not just to South Africa but] to other parts of the continent too.  He urged us to be aware of policies that affected the utilization of raw materials throughout southern and central Africa…  Above all, he wanted us to know how U.S. policy played into these complicated issues.”

Meanwhile, American poet Langston Hughes had spent much of the 1950’s putting together a highly ambitious anthology of African and diaspora writing,  published in 1960 as An African Treasury.  Daniel Won-gu Kim, in his excellent, insightful piece, We, Too, Rise with You: Recovering Langston Hughes’s African (Re)Turn 1954-1960 in An African Treasury, the Chicago Defender, and Black Orpheus (2007), describes how Hughes began the project in 1954, correponding with hundreds of writers and sifting and weighing thousands of potential contributions, many of them handwritten and “accompanied by letters … expressing their gratitude and admiration of Hughes as an elder black writer. “

Notes Kim, “the friendship and comradeship of this new generation of African writers could not have had a more meaningful influence on [Hughes]. … The anthology served as a kind of crash course, bringing him up to speed in the dizzying but inspiring pace of change in his ancestral homeland, feeding his own drive to rediscover–via African liberation–his role as a cultural fighter for the liberation of his people in the U.S.”

In 1962, on the heels of the anthology’s publication, Hughes made two trips to Africa sponsored by the U.S. Information Agency (USIA) — his first since he was an impressionable young man working on a tramp steamer in the 1920’s.  In June-July of ’62, Langston Hughes’ itinerary included a major conference of writers at Makerere University College in Kampala, Uganda, and  the dedication of a new United States Information Service (USIS) Center and Library in Ghana.

The “M’bari Writers Conference” opened in Kampala with about 45 writers, editors, scholars and journalists from nine African countries, the U.S., UK, and Caribbean — including rising literary stars such as Chinua Achebe, future Nobel Prize winner Wole Soyinka, Ezekiel Mphahlele, Bloke Modisane, and Cyprian Ekwensi.   Langston Hughes already knew and admired many of these writers from his work on the anthology, and had also engaged in correspondence with the brilliant South African writer Bessie Head and others.   His speech at the new USIS library in Ghana clearly drew inspiration from his experience at the Kampala conference:   “[As] America comes to Africa, as through these library shelves, to offer an exchange of knowledge …  [so] Black Africa today is sending rejuvenating currents of liberty over all the earth reaching even as far as Little Rock, Birmingham and Jackson, Mississippi.”

A modern awareness of this interweaving of literature, politics, culture, nationalism, and human rights echoes through “Langston Hughes in Paradise,” Amanda Leigh Lichtenstein’s beautiful and inspirational 2011 essay in Contrary.  Lichtenstein, while teaching Langston Hughes’ poem “Mother to Son” (with its famous line “life for me ain’t been no crystal stair”) to students from the State University of Zanzibar, perceives this poem’s message of nationalism through the response it generates in her students.

Finally, there is the fascinating 1960 episode in which then-NAACP lawyer and future U.S. Supreme Court Justice Thurgood Marshall served as an advisor to Kenyan nationalists during negotiations on a new constitution for Kenya, at the time a British colony. The story, outlined in Mary Dudziak’s Working toward Democracy: Thurgood Marshall and the Constitution of Kenya, describes an invitation to Marshall from Tom Mboya, a young nationalist leader from Kenya (who was assassinated a few years later, in 1967.)  Marshall traveled first to Kenya, and then to London, while his offers of assistance were debated by both Kenyans and British.  Interestingly, Marshall’s most substantial contribution to the Kenyan constitution was to strengthen protection for property rights, de facto those of land-owning white Kenyans.   Dudziak’s insights into the nuances and apparent contradictions of Thurgood Marshall’s work on, and later views on, the Kenyan constitution are well worth a read.

In February 1960, Marshall quickly wrapped up his involvement and returned to the U.S. earlier than anticipated “after four African-American freshmen at North Carolina Agricultural and Technical College held a sit-in at the segregated lunch counter at Woolworth’s in Greensboro, North Carolina. The simple protest soon expanded into a widespread sit-in movement,” and the NAACP Legal Defense Fund set out to defend the students immediately.  “The sit-ins posed a set of legal and practical dilemmas for civil rights lawyers,” among them the problem — felt strongly by Marshall in particular, echoing his property-rights concerns about the Kenyan constitution — that the students had violated “facially valid trespass laws, not facially vulnerable segregation laws.”

Meanwhile, Thurgood Marshall maintained ties with his Kenya colleagues, and his work on the draft Kenyan Bill of Rights continued to be influential. Marshall developed a deep affection for Jomo Kenyatta after his release in 1961. He traveled to Kenya on a U.S. State Department sponsored trip in July 1963, and was an honored guest of Prime Minister Jomo Kenyatta at Kenya’s independence ceremonies in December 1963.

Marie Gadsden herself, after more than a decade with the Peace Corps, went on to become a pioneer in connecting America’s historically Black colleges and universities (HBCU’s) with international development training and exchange programs funded by USAID, USIA, and the State Department.  Her work on this effort through the Phelps-Stokes Fund and later through NAFEO brought her a level of respect in Washington that led to her being named the first African-American board chair of Oxfam-America, among many other recognitions.

Throughout her life, she maintained a deep commitment to developing America and developing Africa, to engaging young Americans and young Africans in service, both at home and abroad. She seamlessly worked for the U.S. Government, for private organizations, and to advance her own deeply held personal vision.

Hers was a life of public diplomacy.

Bahrain’s Protesters Fail But Win

Bahrain’s monarchy was determined, having cancelled last year’s Formula One Grand Prix due to violent unrest that necessitated an armed intervention by neighboring Saudi Arabia, that this year would be different. The race would go on! And so it did, with Sebastian Vettel the winner. The early race reporting highlighted that it was “incident-free.” Hardly.

The grand prix was overshadowed by clashes between protesters and security forces in the days leading up to race day. Protesters demanded political reforms that Bahrain’s ruling family have promised, but so far not delivered. They hoped to create enough mayhem to force the government to cancel the race. The opposition was not successful, but they probably got more attention with the race being held than they would have otherwise.

A year ago, in the wake of dramatic change in Tunisia and Egypt, Bahrain was the start of the counter-revolution. The government literally blew up Pearl Square to avoid the fate of Egyptian President Hosni Mubarak, overwhelmed by the commanding photo of Tahrir Square he could not make disappear. Bahrain gradually receded from the headlines, supplanted by the NATO intervention in LIbya and more recently the tragic stalemate in Syria.

The protests put Bahrain back in the headlines. and not in the way the monarchy had in mind. The government promoted the Grand Prix as “UniF1ed – One Nation in Celebration.” The Al Khalifa family, Sunni rulers over a Shia majority kingdom in the shadow of more powerful and feuding neighbors Iran and Saudi Arabia, hoped the race would reverse its public diplomacy fortunes and once again depict the Kingdom as a progressive (in relative terms of course) financial, cultural and sports center. It tried to put to replace the images of political repression from a year ago. Instead, it only updated them.

And, in terms of U.S. public diplomacy, the Obama administration’s muted comments about respecting human rights and encouraging the Bahrain government to do more to implement the recommendations of an independent commission report issued late last year stand in stark contrast to its loud and repeated calls for political and social reform in Tunisia, Egypt, Libya and Yemen. Given the crisis in Syria and complex dance with Iran over its nuclear program, the United States has been largely an interested spectator with Bahrain over the past year, watching from the grandstand as the government and protesters go round and round the track. Unfortunately, like the Grand Prix, a year later, they remain pretty much where they started.

A Proposal for Revitalizing International Broadcasting in the Information Age

State-funded broadcasters face more competition for publics’ attention.  With the wide proliferation of information sources globally, audiences have the option of accessing a multitude of news outlets while increasing their own engagement through two-way communications technologies.  The growth of other international broadcasters, or state news media aimed at foreign audiences, as well as private news media, is part of increasingly complex informational environments.

For state broadcasters constrained by host governments’ strategic interests and/or lethargic bureaucracy, adapting to the information age is especially challenging.  They are bound by old missions, institutional pressure, declining budgets, and domestic politics, not to mention the presumption of propaganda by many receiving publics.  However, the source of their new challenges—the growth of information and communication technologies—also offers a possible way forward.

These factors along with financial crises and the demise of clear, global geopolitical polarity, has engendered identity crises among many state-run broadcasters already facing the ever-difficult dilemma between being news with instrumental purposes – the pursuit of the host country’s national interests – while not being dismissed as propaganda.

State broadcasters can re-define themselves by focusing on specific information poor and weakly governed societies, often termed failed or non-transitioning states – of which there are still dozens according to Foreign Policy’s Failed State index.

In a newly published paper in a special symposium in the Journal of Public Deliberation, we propose international broadcasters find renewal by fostering deliberative technologies in such societies.  By sponsoring mediated forums for average Somalis, Afghans, Haitians and so on to discuss public matters, international broadcasters can aid development through hosting safe communicative spaces for articulating public concerns, reaching shared expectations of governance, and, advancing norms of citizen participation in public affairs.

To support this policy prescription, we offer two case studies.  The first is Voice of America’s Middle East Voices (MEV) online portal, launched in November 2011.  Its goals are explicitly deliberative.  According to managing director Davin Hutchins, “We wanted to find a place where people could start conversations about the news. There are plenty of sites and organizations that cover the Middle East. What we wanted was a site that enhanced the level of dialogue.”

VOA’s use of deliberation technologies in non-transitioning and authoritarian states facilitated informed dialogue on divisive issues, much of which is based on user-generated content and collaborative journalism.  While MEV has not reached nor involved large audiences, it offers a new model for international broadcasters to encourage the flow of information and political expression where domestic media are under assault.   Such deliberative infrastructure for national and transnational dialogue is valuable as an avenue for circumventing state censors and informational controls.

The second is “Somalia Speaks,” a collaborative project spearheaded by Al Jazeera English that combines several communication technologies to solicit short message service (SMS) texts about Somalia and shares them on its website.  Soud Hyder, an AJE staff member, said the project’s aim is to circulate “the perspective of normal Somali citizens” and let them “tell us how the crisis has affected them.”  It tapped into the growth of mobile phones in Somalia.

Respondents expressed how the famine and decades of conflict impacted them.  For example, one SMS posted on January 1, 2012 read:

“I lost both my parents and the elder brother in the bloodshed that has been going for the last 20 years. In addition, my students and their children all perished in this conflict and there is a lot which I can’t count all here.”

The graphic to the right is from the project’s webpage and it outlines the process.  AJE partnered with Souktel, a cell phone service provider with a development ethos, to provide the local response number to receive the SMS texts and the subscriber lists.  A crowd-sourcing platform, Crowdflower, let 80 volunteers translate 1,000 messages into English.  Using Ushahidi’s mapping application, AJE’s website displayed the messages in both map and catalog formats.  This exemplified the possibilities that arise from an international broadcaster working collaboratively with other technology platforms and organizations.

With adjustments, both the MEV and “Somalia Speaks,” could be used to better facilitate domestic information flows.  For example, AJE could have done more to re-circulate the texts through Somali media. This would be easier, of course, if Al Jazeera goes forward with its planned East Africa news channel.  Similarly, VOA could find ways to expand circulation of user-generated content beyond the Internet, perhaps through its broadcasting functions.  These projects do show how international broadcasters can engage in particular media poor environments to benefit local publics.

Some may argue that deliberation, or institutionalized public exchange, is impossible in authoritarian and failed or failing states.  Lisa Wedeen’s excellent ethnographic study of public engagement in Yemen, Peripheral Visions: Publics, Power, and Performance in Yemen (2008), shows how overly formalistic definitions of deliberation do not capture the vibrancy of public sphere practices in informal, everyday life settings. She examined Qat chews, in which circles of men share the mildly narcotic leaves while discussing public issues and exchanging information.  This is a form of Yemeni citizenship in action even in lieu of a fully functioning state or formal civil society.  Our proposal would mean more mass mediated channels for the spreading of such deliberation among wider audiences.

Broadcasters may protest that this puts their primary audiences in a handful of countries. This proposal complements rather than supplants current broadcasting.  Also, as the case studies show, such projects can generate valuable content for reporting.  For example, AJE reported on a market fire in a region in Somalia where there are no journalists after receiving text messages.  This alone can give state-sponsored news organs something novel to contribute.  Such reporting adds to, rather than replicates or spins, the dominant news stream, and is more interesting than the typical fare showing the host country in a good light.

We recognize that development problems cannot be resolved by talk and the exchange of ideas alone.  Rather than a panacea, this is about a pragmatic use of state resources to benefit foreign publics with the understanding that this is not done selflessly.  There must be mutual benefit.

Building on notions of deliberative development, we argue that international broadcasters can offer positive, incremental improvement of the internal flow of information and expectations, which can fuel growth in civil society and improve informal or quasi-governance structures – potential precursors to more responsive institutions.  By serving as proxies in places with weak media, broadcasters get a new purpose, a developmental one, and this is a step forward for both.

Of course, since they are intervening in foreign information spaces, broadcasting agencies must approach carefully, self-reflexively and in partnership with groups and audience members in receiving countries.
