Maryam Z. Deloffre

Associate Professor of International Affairs and Director of the Humanitarian Action Initiative

Maryam Z. Deloffre is an Associate Professor of International Affairs, Director of Dean’s Scholars and Director of the Humanitarian Action Initiative at the Elliott School of International Affairs; a Mercator Fellow at the DFG Research Training Group – Standards of Global Governance (Germany); and an Associate Senior Fellow at Centre for Global Cooperation Research, Universität Duisburg-Essen (Germany).

Dr. Deloffre’s research focuses broadly on the dynamics of global and humanitarian governance, humanitarian standard-setting, humanitarian and non-governmental organization (NGOs) accountability, NGOs, and locally-led humanitarian assistance.

Jennifer Brinkerhoff

Professor of International Affairs, International Business, and Public Policy & Public Administration

Jennifer Brinkerhoff is a professor of public administration and international affairs at the George Washington University. She holds a Ph.D. in public administration from the University of Southern California in Los Angeles, and an MPA from the Monterey Institute of International Studies. She currently teaches courses on public service, public-private sector collaboration to address global challenges, and strategic management and qualitative research methods in international affairs. She is particularly keen on encouraging people to pursue service careers, thoughtfully grounding their commitment to change in self-awareness and working in communities.

Michael Barnett

University Professor of International Affairs and Political Science

Michael Barnett is University Professor of International Affairs and Political Science at the George Washington University. His research interests span the Middle East, humanitarianism, global governance, global ethics, and the United Nations.

His most recent books include The Star and the Stripes: A History of the Foreign Policies of the American JewsPaternalism Beyond Borders; and, most recently, the edited collection Humanitarianism and Human Rights: Worlds of Differences?

Anne Hopewell

Anne Hopewell has been the Outreach Coordinator for the Generations Dialogue Project since February 2022. She is providing logistical support for presenters and attendees at The Power and Politics of Localization Conference. Prior to coming to the Elliott School Of International Affairs, Ms. Hopewell supported the International Auditors Fellowship Program at the Government Accountability Office, where she worked for 15 years as a Senior Auditor on the Health Care Team.  She previously held positions as the Executive Director of United Way of Virginia and the Community Outreach Coordinator for Kaiser Permanente MidAtlantic. Ms. Hopewell has a BA from The College of William and Mary and an MSW in Policy and Practice from Virginia Commonwealth University. 


Yvonne Oh

Yvonne is the program coordinator for several organizations and graduate programs at the School of Media and Public Affairs and the Elliott School of International Affairs.

Before moving to DC, she was the Senior Information Specialist at the US Embassy in Kuala Lumpur, Malaysia, and also worked in media and development communications. Having recently earned her MBA from the GW School of Business, she looks forward to working in development and democracy-building.


Genevieve Manise

Genevieve is the administrative assistant for the Humanitarian Action Initiative. She is part of the class of 2026 studying International Affairs at The Elliott School of International Affairs. This past summer she participated in the U.S. Department of State’s Critical Language Scholarship (CLS) for Turkish intensive immersion study at Ankara Üniversitesi TÖMER.

Prior to George Washington University, she graduated from George C. Marshall High School. In the second semester of her senior year, she studied abroad in Türkiye, and in her junior year completed a virtual exchange to Malaysia through the Kennedy-Lugar YES Abroad exchange.

She is curious about the intersection of culture, art, environment, and government. In the future, she is interested in pursuing a career abroad at the United States Department of State or with international NGOs. She looks forward to continuing the mission of the Humanitarian Action Initiative.
