Dr. Jeffrey Ding offered testimony before the U.S. Senate Select Committee on Intelligence for their hearing “Advancing Intelligence in the Era of Artificial Intelligence: Addressing the National Security Implications of AI.“
Dr. Ding’s testimony “National security and economic competitiveness implications of AI” examines the distinction between innovation and diffusion capacity, and how it can be utilized to assess China’s national scientific and technological capabilities. By focusing on diffusion capacity rather than innovation capacity, his research shows that China is far from being a science and technology superpower, and that this has implications for reassessing it’s national power, especially within the context of artificial intelligence.
