During the fall of 2008 Liu Yi was a visiting research scholar at The George Washington University, affiliated with the Research Program in Social and Organizational Learning. She wrote a paper on the soft budget constraint in the Chinese government and how it contributes to traffic congestion in Beijing. Her mentor at The George Washington University was Professor Stuart Umpleby.
